All applications require fees as specified by the fee schedule with the exception of those submitting pre-applications. Non-profit organizations are exempt from special event application fees.

Cottage Food Products. A Cottage Food Permit is required prior to commencing any cottage food operation in a private residential dwelling, including an apartment or other leased space. A prospective Cottage Food applicant must obtain permits with Ventura County Environmental Health (more info: https://www.vcrma.org/cottage-home-food-operations), City of Camarillo Community Development Department, and the City of Camarillo Business Tax Division. An inspection of the location will be required for the approval of the application.

DENSITY BONUS
Application for a density increase over the otherwise maximum allowable residential density under the applicable zoning code provisions. Specifically applies to housing developments consisting of five or more dwelling units.

DEVELOPMENT ALLOTMENT
Prior to obtaining a building permit, the developer of a proposed residential project may be required to obtain a development allotment. Development allotment follows criteria based upon the availability of public facilities and services and the quality of design and contribution of public welfare and amenity in order to provide a steady annual residential growth within the city. Applications may only be submitted between August 1 and December 31.

ENVIRONMENTAL ASSESSMENT QUESTIONNAIRE
An Environmental Assessment Questionnaire is required in order to determine whether a project is categorically exempt or will require further environmental review. The questionnaire requires a description of the proposed project, its location, surrounding properties and the expected effect on utilities and natural resources.

Applicant may file for the appeal of an environmental decision within ten (10) days after the date of the decision. The appeal form must be signed by the Appellant and accompanied by the required filing fee.

Application for a request to amend the General Plan. All proposed changes must be submitted before November 30 to be valid for consideration by the City Council in January of the following year.

The City of Camarillo Zoning Ordinance permits certain businesses to be conducted on residential property. An inspection of the location will be required for the approval of the application. Following approval, a City of Camarillo Business Tax License must be obtained. After approval, if the applicant moves or the business license lapses, a new application and approval will be required.

No Smoking" or "Smoke Free" sign. City law no longer permits smoking at any public event. At a minimum, the words, “SMOKE-FREE EVENT” must be included in legible, capitalized, bold face type on news releases, flyers, posters, websites and brochures. The Department of Community Development will provide (free of charge) a sufficient number of 12” x 18” signs printed with the “No Smoking” symbol and the words, “THIS IS A SMOKE-FREE EVENT” for all major access points to each event. These signs must remain posted and visible throughout the event’s operation.

PLAN REVIEW
A Plan Review application is required for all proposed development plans in Rural Exclusive Zones. For reference to the location and boundaries of these zones, please refer to the city zoning map. For plans that are incomplete, or changed, so as to require additional plan review, an additional plan review fee will be charged at the same rate as charged upon submittal of plans and specifications. Prior to submittal of a Plan Review application, a Pre-Application may be submitted at no charge to determine the feasibility of the project.

Approval is required for any new building or improvements, constructed, converted, established, or enlarged; or premises to be used. Prior to submittal of a Plan Review application, a Pre-Application may be submitted at no charge to determine the feasibility of the project.

The Pre Application Review is a No-Fee service. It is strongly recommended that a Pre-Application is submitted prior to filing a development application as it can help improve the quality of a development application, and allow for a smoother and more efficient application process. A pre-application can also alert the applicant to issues with the project before submission by allowing staff to provide comments and recommendations to improve the project.

An application for a Sign Permit is required to be submitted and approved prior to the painting or manufacturing of a sign. A permit from the Department of Building and Safety may be required. A Final Compliance Inspection form is required from the Community Development Department.

A Special Event Permit for filming must be filed with the Department of Community Development at least seven (7) days prior to the start of filming. A City business tax license and permit from other agencies may be required depending on the application. Additional fees for an on-site fire safety officer may apply for filming events with specific hazards and liabilities as outlined in the attached fire safety questionnaire. In the specific case of some student organized film projects, the application fees for filming will be waived.

TEMPORARY USE PERMIT
A Temporary Use Permit (TUP) is intended to allow for the short-term placement of uses on privately or publicly owned property with appropriate regulations so that such activities will be compatible with the surrounding areas. A request of extension of time for an existing TUP must be submitted 30 days in advance of the expiration date of a previously-permitted temporary use.

Application for a time extension request of a previously-approved project must be submitted thirty days in advance of the expiration of a formerly determined deadline.

TRACT - LAND DIVISION - LOT LINE ADJUSTMENT
Application to propose an allowance or modification in the subdivison/division of city land. The director of the Department of Community Development may waive the parcel map upon making a finding that the proposed division of land complies with requirements as to area, improvement and design, floodwater drainage control, appropriate improved public roads, sanitary disposal facilities, water supply availability, environmental protection and other requirements.

VARIANCE
Application for the grant of a city variance (rarely applicable). On the occasion that the applicant wishes to receive a variance, their proposal must be for the purpose of accommodating to the hardships presented upon developing upon property that has an exceptionally irregular lot layout in comparison to other properties within the surrounding vicinity.

Application for a change of zone. "Change of zone" refers to the legislative act of removing one or more parcels from one zone and placing them in another zone on the official zoning map of the city.

Form for zoning approval for the purpose of obtaining a business license in a zone other than residential and does not constitute a building permit. Tenant improvement building permit is required for any interior modifications. To obtain a business license in a residential zone, please refer to the Home Occupation Permit.

ZONING CLEARANCE
Application for a zoning clearance. A zone clearance must be secured from the department of community development and a building permit from the building department in order to commence any work pertaining to the erection, construction, reconstruction, moving, conversion or alteration of any building, including a residence, or any addition to any building. A zone clearance must also be obtained for projects including drought-tolerant landscaping, gas lines, air conditioners, window additions/changes, and patio covers.

Upon a letter of request, the Department of Community Development will gladly provide information regarding the history of a property located within city boundaries. Information requested most often pertains to past records of approved plans, previously obtained permits, and active code enforcements on the property. For inquiries on certificates of occupancy please reference the Department of Building and Safety.
