CITY MANAGER

The City Manager is appointed by the City Council and is responsible for administration of City operations, and ensuring that all laws, ordinances, and policies are met, and that all contracts, franchises, permits and privileges granted by the City are observed.

Dave Norman 2016Dave Norman was appointed to the position of City Manager by unanimous vote of the City Council and assumed his duties on April 5, 2016, after having served as Camarillo’s Assistant City Manager in 2015, and as the City’s Community Development Director from late 2012 to early 2015. He has oversight management responsibility for all departments, divisions, and offices of the City including City Manager’s Office, City Attorney, City Clerk’s Office, Community Development, Finance, Fire Department, Administrative Services, Police Department, and Public Works. Mr. Norman also serves as the City Treasurer, and District Manager of the Camarillo Sanitary District.

Mr. Norman previously served as City Manager in the California cities of Port Hueneme, Cypress, and Aliso Viejo. He holds a Master’s Degree in Public Administration, and is a member of the International City/County Management Association (ICMA). He has served as a mentor in ICMA’s Emerging Leaders Development Program, and actively participates in the League of California Cities' Policy Development Committee Program.

Tom FoxTully Clifford was appointed as the Assistant City Manager on May 29, 2018.  As Assistant City Manager, Mr. Clifford assists the City Manager by overseeing the daily operations of the City Manager's Department including: economic development, public information, legislative analysis, City event planning, emergency operations preparation, refuse/recycling collection, and animal services.  He also assists the City's Department Heads with key projects and service delivery as needed.

Prior to joining the City, he was the Public Works Director for the City of Ventura and the Director of the Ventura County Watershed Protection District. He has served at other agencies as a city traffic engineer, public works director, and as a city manager.  He holds Bachelor and Master degrees in Civil Engineering and a Master of Business Administration degree.  Mr. Clifford is a registered professional engineer in the State of California and participates in many professional organizations.
